Name that antenna

This antenna is on a Piper Arrow II, I've never seen one like this with the sliding counterweight. Don't know what it's for, all installed avionics antennas are accounted for (dual KX170Bs, KLN 89B, KN 62 DME, transponder, ELT.) The mast is about 16" long. Any guesses?

Saw one of those on a 172 the other day. The airplane used to be a pipeline patrol plane. That antenna went to the radio that the pilot used to communicate with the home office. The “counterweight” is used to tune the antenna to the frequency the radio uses. It slides up or down as needed. Not sure which segment of the radio band it operates on.
